Health Reform Implementation Activities and Developments

Health Reform Implementation Structure:

No official/formal structure initiated to date, the Texas Health and Human Services Commission and the Texas Department of Insurance are currently examining the actions that it and the   legislature must take to implement the ACA.

Exchange: Texas applied for and was awarded an Exchange Planning and Establishment Grant.

Initial Planning Activities:

  • Coordinate Texas’ Exchange planning efforts between the Texas Department of Insurance (TDI) and the Texas Health and Human Services Commission (HHSC).
  • Use funds to examine specific circumstances of the State. Texas currently has the highest percentage of uninsured (over 26 percent) of any State in the country, as well as the second highest number of uninsured residents (over 6 million).
  • Develop considerations about setting up regional Exchanges within the State

High Risk Pool: Federal-Run. Governor Perry sent a letter to Secretary Sebelius questioning the sustainability of the temporary high risk pool program and concluding that Texas will not participate.

Additional Grants and Funding:

  • The state applied for and was awarded a $1 million rate review grant
  • The state received a consumer assistance program grant
